There is money enough that they can fill out gaps in the roster and there was time enough for them to work out deals. It's one thing to have unaddressed roster issues, but another to be looking like a mess with most major issues yet to be resolved going into training camp.
Seems to be a common theme amongst a lot of MLS teams based on supporter comments. Most seem in no hurry to fill out roster holes and it makes you wonder if they aren't waiting for this TV deal announcement expected later this month. Will they change some things? New rules? Maybe some new allocation money title (YAM [youth] or VAM [veteran]) since they love that stuff. It's suspicious that it's happening all over and nobody is really signing many free agents so something is probbaly up.
Thought by the way the media and fan blogs talked that Fraser's next move was definitely gonna be straight to Real Madrid. Good luck to him in Belgium though. I feel bad for the guy for being so hyped.
Also, poor Caldwell. Fraser was the guy he always said should be subbed on regardless of the situation.

Have him back as depth in a heartbeat. As previously noted, RSL bloggers seemed to agree, he played well for them in appearances limited by his international status and changing management.

He suffered from being taken for granted. He does a job. He got moved so Tony Gallacher could get some PT - how did that work out for TFC?

Morgan would be a solid addition to fill the Morrow role. He's a solid depth fullback. He's not a star by any means, but he's not a black hole. He can be that player that you don't really notice in a game, which is valuable in a depth role. Those "oh yeah he played players", sure they don't win you games, but they don't lose you games.
He's a guy who knows his role comes in and does his job. I remember in the later years of his career here, he wasn't playing, got thrown into a CL game (against a Mexican team I believe) , and played really well. The only reason he left is I believe he wanted a shot at a bigger role (which didn't work out in RSL). At this point, he'd probably gladly return to TFC, wouldn't cost much, and would provide some veteran locker room leadership.
