Luke Singh has been essentially been with the first team since last year, he trained with them throughout their stay in Hartford along with Ralph Priso who was as we know was later signed. The roster is full right now at 30 but with Rocco Romeo on loan in Denmark a player could be signed. There is also Josh Yaro and draft pick Matt Di Rosa also in camp I believe. TFC II does not kickoff their season until May 22 with their first 3 home games in Arizona, so I also wonder if there will be much desire to shuffle any first teamers out west to get minutes. Also wonder once the plans for the 2021 CPL season is known will we see any potential loans for players needing minutes?

Developing a starting level CB to me would be a bigger deal than developing a winger or midfielder. It is so hard to find quality defenders.
He could be transitioning to CB because of his height. I believe he's listed as 6/6'1. Players will often transition between CB/DM based on height. Happened to me. I was a centre-back as a kid, ended up being transitioned to DM because I was short, then when I had my growth spurt, coach transitioned me back. Could be he's grown the past couple of years (maybe he's taller than listed now), so he's been transitioned back. Okello looks very tall and I believe is being converted to CB too.
Okello is arguably more an attacking player than a defensive player from the snippets I've heard and seen of him, albeit he's seen as box-to-box more than anything. AFAIK he's still planned to be used in midfield
Forgive my ignorance but what is the story with the switch to 5 subs vs 3 historically? I feel like I just brushed over that change with no background.
Is that permanent or just a temporary measure?
Would love to see the 5 sub rule become permanent.
Also there's always a huge push from sponsors, tv networks, and owners to have as many games as possible so they can get more revenue so having more subs would help make the extra workload a bit more doable for the players. So I expect them to push to keep the 5 sub rule too
