I'm betting that they're at 28 teams by 2022. That's when the current TV Contract ends. If they can get a decent future TV Contract in the $200-300 million/year range, they could raise the salary cap to between $7.5-10 million, which could produce teams that could compete with those in most leagues outside of England, Spain, and Germany.
