Not legally. A city councillor on the Exhibition Place board who is negotiating with MLSE on behalf of the Argos, and threatening to override the terms of MLSE's contract with the city is a different matter though, if he has ties to the Argos - charitable or not.
If it's that loose, then probably not. Doesn't have to be successful though ... just has to intimidate Grimes.

The City as a whole instructed MLSE to negotiate a lease deal with the Argonauts. This is documented. There was a council meeting on this.
What is clear, is that the Rogers part of MLSE is sabotaging that deal, they have no interest in it (or an interest in killing it off), proof of this lies with the fact that Larry T and Bell may buy the Argos, without Rogers.
If Mark Grimes overrides the terms of MLSE's deal between the City, then MLSE can sue....if they can get board approval.
At the end of the day it makes common sense to have the Argos at BMO Field rather than building a new facility. Costs a lot less and will change the economic model for the Argos.

I don't want to live in a world where common sense has anything to do with what I love. It is not a land of common sense when I walk the streets of London or Madrid and see that every neighbourhood has their football ground. It is not common sense to clutch at straws and think that moving the Argos back to the neighbourhood where I saw Dick Shatto play his last game is any solution to their plight. It is not common sense to think that the fools who have mismanaged the Argos (and the fools who have mismanaged TFC) are going to put their heads together and create the first stadium in the country that somehow manages intimate size for soccer, playing surface for soccer and wave a magic wand and put in a CFL field and team...
Its not a conflict of interest if he's not longer involved in that enterprise. Tory always declares a conflict when discussing Rogers, where he's still on the board.
On another note, I give local CFL reporters and trolls on the internet little to no credence on the Argos at BMO and the affect on the field. CFL supporters and reporters tend to be clueless about how soccer at this level can't use turf without there being an issue.
There seems to be an honest feeling within MLSE that Decco will work. Until we see it and experience it, we don't know.

It's been noted in a past thread that MLSE could've done this research themselves (they could be for all I know) up at Downsview where both sports are played.
If they wanted this venture to be transparent to supporters, that is.

Research into a similar situation? Easy-peasy. Tottenham Hotspur are about to build a new 60,000-plus stadium in London. News reports now emerging say - after many months of inside whispers - that this is where the NFL will house their London franchise when Shahid Khan shifts the Jacksonville Jags.
What are Spurs looking at to optimize playing conditions? Two completely different playing surfaces - grass and synthetic - along with designing a seating system that allows the front row of the NFL configuration to sit six feet off the ground to let fans see over Hulk Gronkhorski and pals. That and the fact that it will always be a Spurs-first stadium are re-assuring aspects of this project for Spurs fans.
If we had that sort of pitch management at BMO, there'd be no problem. On the bright side, we'll probably see it happen someday when Tanenbaum crosses the floor and sides with Rogers when it comes time to bring the NFL to Toronto. That will be some stadium.
