I'm not going to come down too hard on Morgan, as all reporters make mistakes.
Not making excuses for him, as the salary cap thing is a pretty big mistake. But Morgan is a good guy and a good reporter. We all have "off days" -- this was one of his.

i think his point is with 3 players - DPs - there is no salary cap and therefore a team can make a big impact by spending big - TL has said as much in comparing TFC to the other MLSE teams.
That's how I read it as well.
TFC will spend $20M on salaries this year. New England and Chivas will spend $3M.
