haha, I thought you were referring to the dodgy, opaque MLS salary rules and how Garber bends them at will. But 4b works too
I think 4b is actually more often used. Not sure I've heard that word used as 4 a in about 20 years, outside of a Miss Marple murder mystery.

While this is true for the moment its detrimental to the league in the long run considering they want to be a top league. I can see quality managers from around the world never considering MLS because of ridiculous nature of these MLS "Rules".
With the leagues growth comes the responsibility to making the league more fan friendly as well, its why there isn't any MLS fan capologists like in other leagues.

If "Rules" become just rules and full transparency is provided around it, it can be as convoluted as possible - as long as everyone gets a shot at it. It's when "Rules" are created that benefit a one or more teams that was not available to others that it becomes an issue.
It makes sense that the rules become more flexible has the league grows. They're in place to maintain sustainability but with every passing year the requisites for sustainable growth change.
