True. I forgot about the SSH. The section would have to be set aside in the first year in that case. As it stands, only a small portion of 104 was set aside, when in fact the entire section from top to bottom should have been set aside from Year 1.

yup true, they made the mistake in year 1. However i dont know if we still have 16,000 season ticket holders...it is still possible to tell fans they need to move sections, suggest other sections they could move to in the stadium, some maybe just move over 1 section, find seats for same price, im sure there must be some other empty seats now in the stadium, seems we are'nt filling the stadium every game anymore. They could also renovate and add more seats in one section for away section (very unlikely tho). I also don't think MLSE would even bother to relocate fans (they think its to much work for them and they just don't seem to care about away fans right now)
