If there was a cap, I'd would love to know what form of luxury tax it employs. Or, like the NHL, what the penalty is for a team that goes over its budget? These don't exist because there is no cap.

Given the way salaries are paid there is no need for a cap to control owner spending because the MLS is the owner. That's about as fundamental as it gets.

Again, this isn't a grand conspiracy type discussion. This is simply understanding how MLS works. Why TFC doesn't have maximum flexibility to sign unlimited players, why the whole discussion of base vs guaranteed comp is moot, and what we might expect from the league moving forward if we want to ensure competitiveness on the pitch and in the Front Office.

I can't make you believe it. It's up to you.
    Allocation money
-To “buy-down” a player’s salary budget charge below the League maximum of $350,000.

It's a good question. Remember that allocation is the vehicle through which budgets are flexed. Each team has a pre-flex budget established by the league. Acquiring (or receiving) Allocation allows you to flex your budget. It has value.

However, it isn't the same as a cap which restricts your spending. The league is ultimately doing the spending.

Consider that TFC identifies an unsigned player right now that could help the team.

Assume TFC is at its "budget" max. It has taken all $2.81M given to it by the league and picked the players from the pool of players that MLS has signed and fit them into their roster.

Assume too that the league is at its max as well. It has signed and spent all the revenue it intends to spend on player salaries.

If the MLS is unwilling (or unable) to sign this player because its own funds are at its own max, the only route for TFC to be able to get this player is to "borrow" from the budgets of other teams. They would then trade for "allocation" money.

Thoughts on the first round of 2012 Toronto FC Town Halls
Thanks for the recap. It's very troubling to hear about Mariners demeanour. I read the same in other write ups about the first round of town halls.

I'm very disappointed to hear that the renewals are going better than last year. I hope the MLSE staffer was lying to you.

I just don't understand this club anymore.

They spend more time catering to Season seat holders with bullshit like Raptors tickets, price cuts, and Montreal away busses....yet they don't address the glaringly obvious issues at this club. Anselmi, Cochrane and most of all...Mariner.

Who care about how much tickets cost or what kind of beer they'll serve next year if the product on the field is as shit as ever with no prospect for improvement.

They're putting lipstick on a pig. The problem is that the pig has already been slaughtered and has been left to rot. Smelling worse and worse with each passing day.

I truly fear that another bad season could be the end of this club being supported well.

I mean, what can they possibly offer next year if the team is terrible?

Free tickets? (almost done this year)
    Free gear (done)
    Free road trips (done)

I can't believe pro football in this city could be dying....AGAIN!!!

Yeah, I'd have to agree with you here.

Pookie, while I like that you're aggressively questioning things, I don't think you can state that you have all the information. Regarding the lack of language relating to a salary cap etc, within the CBA.... the simplest explanation is that those conditions are covered in another document that is not publicly disclosed.

Default Toronto ignore depth operatunity in 2013 Waiver Draft

MLS waiver draft was held not a huge array of talent although again think TFC missed the boat in improving their depth in terms of MLS type talent. Thought ex-Crew Cole Grossman who was the only player drafted by Real Salt Lake could provide some depth in defensive midfield well Corey Hertzog - http://enbsports.blogspot.ca/2012/10...y-hertzog.html who performed very well in USL Pro and in my prospect list for that league was waived by RBNY and not drafted so think Toronto should make a play for him.

What continues to worry me about TFC for the upcoming 2013 season is an inability/want to create depth and instead try to succeed through DP's, old free agents and players form the academy. If you look at the history of MLS including finalists Houston and in some extent the Galaxy success has been based on having enough players to survive through 34 games and playoffs than relying on stars.

Hertzog got passed because he would have had to be picked up at $75k since he was no longer a GA player, and that's too expensive for a depth player without proven experience

That makes sense although he was only drafted in 2011 thought GA contracts last longer than 2 years. Wonder if he still had GA status with the Red Bulls or if Toronto traded for him he would of maintained his GA status.

Overall I think he's better than a lot of players Toronto currently has but way to early to judge until we see what they do this off season.

Kevin Payne Set For Leadership Role At Toronto FC

The conflict of interest between Anselmi, Cochrane, Mariner and Payne has already caused some worry amongst supporters, though this is still very premature and could very well be unfounded. According to Megaloudis, Payne is very familiar with Toronto FC’s current crop, saying “Kevin knows Thomas Rongen very well and Earl Cochrane as well.”

A little out of TFC Price range but my newest work

ENBSports 2012-2013 European Soccer 50 Breakthrough Players

Continuing my work in proving that statistical analysis is a useful tool in player evaluation I thought it be interesting to look at these leagues 1/3 way through the 2012-2013 season and based on statistical performance and potential value showcase 50 players who I believe are having a Breakthrough performance.

So far I've been quite pleased with the results of my previous work in this field. My 2011-2012 European Football Prospect Lists - http://enbsports.blogspot.ca/2012/08...ll-league.html, have shown their value so far including scoring 87 goals in this season UEFA Champions League. I'm hoping that this new group of players will do the same although dealing with such a limited amount of data at this point its hard to tell if these players are capable of maintaining their current output long term.

Sam Cronin voted 3rd best DMId in MLS behind Allonso, Beckerman and TFC gave him away. The way to strengthen any team is to hold on to top players and let them develop, especially when they are 23.
