If you aren't under contract I think you're free to play. As far as I know his contract at PSV is done.

It all (not just talking NCC here) depends on whether he was out of contract at the end of the last transfer window. Assuming he was still at PSV in mid-April he has to wait until next window opens on July 15th for his player registration to be transferred.

Anyone else think, with TFC's depleted squad possibly slipping to last place tonight, and possibly losing the NCC on Saturday, that TFC wants to get out some positive news before today's game.....

There's only one spare senior roster spot right now due to Stevanovic leaving. Unless somebody suddenly leaves in a trade that would point to an injury replacement for Adrian Cann. If two players are announced today it definitely looks like a case of giving people something to look forward to in anticipation of tonight not going well. Not normal to announce signings on the day of a game, in my opinion.
