Maybe because the fire/health & safety laws in Philly arent comparable to those in Ontario.

Im telling you people, but its like bashing my head into fieldturf, the restrictions on flares etc.... exist because you are in Canada, and not because MLSE wants to spoil the fun and cultivate a soccer mom atmosphere.

Protest to whoever cares about the nanny state you live in, not the organisations who can only deal with the public if they do exactly what Nanny says.

Canada is one of the most overregulated countries in the world. Laws against public drunkenness are a good place to start attacking.
