From the news posting on the TFC site:

"De Guzman will be available for selection in Saturday's match against the Colorado Rapids at 4 p.m. ET at BMO Field pending approval of his International Transfer Certificate."

Anyone know what that is and/or what it takes to get one? He's unattached, and since he's Canadian they don't need a work permit, so is it just a FIFA formality?

I think he won't be reflected in the game, but will be in the first roster update (probably early October, since that's when the UK gets the game).

As per TSN, Julian De Guzman played for Deportivo La Corona (pronounced it that way). His salary won't count toward the cap at all.

Don't they realise he is from Toronto and not somewhere in Spain?
