I still believe that the Argos can eventually average decent crowds at BMO, but the on field product has to improve if they expect to rebuild a fan base in this city.
It doesn't help that they continue to shit the bed at BMO Field. Scoring 13 points isn't going to generate a lot of excitement for the fans that bothered to show up.

The organization should feel embarassed by this promotion.
If they do it right, they should eventually be able to average about 20K. That is a realistic target if the games are primarily on weekends and the product on the field is decent.
If they want to capitalize on the opportunity, they should schedule all/most home games on weekends when TFC is on the road. Tailgating on a Wednesday just doesn't work.
Mid week games for the Argos will never fare well.
