Of course they can. CSA merely revokes the exemption for a Canadian team playing in a US league. This already happened a couple years ago with US-PDL teams in Canada.

imho.....the growth of the CPL will be cost containment ( travel esp ) and stadium revenue. That said, it makes no sense to put teams in OHL type markets when stadiums exist in major markets. I dont...
