I suspect a factor could be if the MLSE board is even willing to buy out the remaining of Armas' contact to begin with.
I was trying to find out on Google how long his contract is, and came across this article on The Athletic which I had missed:
https://theathletic.com/2326173/2021...ris-armas-mls/
Interesting paragraph I found:
"It’s even more important to understand the lens through which TFC viewed this search. The club expects to contend for MLS Cup this and every season.
Curtis and club president Bill Manning wanted to hire someone capable of winning immediately — someone who wouldn’t take a long time to adjust to Toronto or MLS. That wasn’t the only consideration, of course, but it’s fair to assume that it hurt international candidates, who have historically struggled in the league, and MLS assistants without prior experience as head coaches."
