the only problem is that there are rookies who weren't drafted this past year...ex. Jarrod Smith

Werewolf,
I know but this easily shows that there are zip, zilch impact players that came out of the draft this year....

Is there a site that shows all eligible rookies for this year?
What is the eligibility for a rookie in the MLS? (Years service?, Minutes played?)

According to wiki -

MLS only designates a player as a rookie (http://en.wikipedia.org/wiki/Rookie) if the player has had no prior professional experience. So, for example, although Taylor Twellman (http://en.wikipedia.org/wiki/Taylor_Twellman) finished second in MVP (http://en.wikipedia.org/wiki/MLS_MVP_Award) voting in 2002, he was ineligible for the Rookie of the Year Award because he had played on the reserve team of 1860 Munich (http://en.wikipedia.org/wiki/1860_Munich). Beginning with the 2007 seasn, MLS will hand out the Newcomer of the Year Award for players with prior professional experience who are in their first year of competition in MLS.

Franklin's not a human pylon at all, he's a speedy wingback and has looked pretty good on a couple of occasions for LA.

Myers is having a decent first season as well at KC.
