I call BS. The CSA would be negotiating from a position of weakness. Montagliani needs MLS more than MLS needs Canada now. If the CSA blocks canadian teams, MLS will just say "thank you for the extra slots! Cincinnati, San Antonio and San Diego, come on down!" None of the other Canadian teams would be able to keep up with the ex-MLSers and that will kill interest in any new clubs in their respective cities.

Exactly. You don't leave IBM to start up your own little company unless you're sure that you can at least be competitive in some way.
