I was inspired by the comments in multiple discussions on this forum about where TFC should be scouting talent from and how successful management has been with the players they've selected from particular regions. I'll post the tables as I finish them and any desired information can be added as needed. Here's a start:

It's a very interesting list, but it can be slightly misrepresentative when considering the team scouting focuses. When have had a number of players from the Caribbean come through the team, but it would false to suggest that TFC has shown a lot of strength in scouting the region, as most the player weren't playing domestically before coming to TFC.
That said, big ups for preparing the list.

The last two lists consisting of Canadian and American players tell an interesting story. US players don't come cheap, especially established ones, and TFC hasn't been doing a good job managing US talent. We've given up too quickly on the better assets and overpaid or held on too long to the marginal players. It was interesting to note 3 of the 4 contracts added while Chris Cummins was manager. Julian De Guzman ($956,350), Ali Gerba ($177,433.50) and Nick Garcia ($198,750). Would John Carver have allowed that to happen if he'd stayed? By the way, the 4th was Lesly Fellinga ($36,000).
Canadians have generally been much cheaper, with the aforementioned JDG and Ali Gerba, as well as Adam Braz and Marco Reda, being the exceptions.

Allando Matheson never signed a pro contract
Andy Welsh was $204,750
Kilian Elkinson is missing on the list
Alan Stevanovic was $250,000 year (I'll help you out on more of these after the Canada game)

yes but this is based on scouting, so I am assuming its based on players we have signed to a contract past and present; someone scouted and decided to sign Kilian...also should probably put a * beside any carver, cummins, preki signing because MO was making a lot of those moves (assumption, but gut feeling)

omphroy/burgos Central American; I buy maybe Burgos (who grew up and has lived pretty much his whole live in usa), but other than representing Panama 3 times at the u21 level (which he was able to do through a parent), omphroy's football development is USA; he never lived or played football for a club in central america

tough to say on the academy kids in 2010 (Morgan and Lindsay); seemed like there were no "developmental" contracts that year and would have been on $40,000, but nothing reported

Tim Regan never played for TFC during the Mo era; he was selected in the expansion draft then traded...he did come out of retirement in 2008 for that one game against chivas when tfc had many injured and at international duty (fucking Garber for not moving the game). (Rick Titus and Diaz Kambere would also fit in this.)
Sam Reynolds ($17,700) (http://www.mlsplayers.org/files/8_31_07_salary_info_club.pdf); should be noted that he was an MLS POOL goalie, and not an actual player signing by MO.

(just for the record, I don't believe the reported salaries are always correct; I think there are some players making more than what their wage is reported and others making less)

Tough to say, since neither Carver nor Cummins were responsible for bringing them in......that was Mo, and Mo did pretty much whatever he liked.....people can say what they like about Cummins, but he brought us closest to the playoffs than any other coach.....

I understand that there are some grey areas. I think some symbols and a legend to indicate which official was most responsible for the recruitment/signing of a particular player should be added at some point. In the event of uncertainty or lack of definitive information, then a question mark would be used. I addressed this very issue in the OP and any information that is provided will be welcomed. Your point on Kilian is noted. Elbekay Bouchiba falls into this category as well, so it's not an anomaly and they probably should be there for the reasons you mentioned.

I think it helps to highlight the difference in Plata's cost to TFC. He was a real bargain in year one. Also, someone made the decision to pay a transfer fee for him and that fee could have led to a change in the level of contributions Plata was expected to make. Allocation is an MLS quirk, and a bit murky, so I don't know if it belongs here. However, transfer fees are pretty concrete. If anyone has information on transfer fees, it certainly would be considered for addition.

I understand the argument about where players have developed. I think supplying the columns "Previous Team" and "Next Team" offer a good idea of where the players have been scouted from. I think it's safe to question the level of scouting that TFC management has conducted in regards to players from all regions. It's important to recognize where a player is born and which national team he plays for too. You've done this with Burgos. I agree with you that Omphroy was miscategorized. He's born in the US (So were his parents), and his time with Panama is at the U21 level. If his status changes later, we could revisit the issue. He's been moved to the US table.

Tim Regan never played for TFC during the Mo era; he was selected in the expansion draft then traded...he did come out of retirement in 2008 for that one game against chivas when tfc had many injured and at international duty (fucking Garber for not moving the game). (Rick Titus and Diaz Kambere would also fit in this.)
I think Zach Herold belongs to the same category as Elkinson and Bouchiba. I removed Regan from this list. He was a draft and trade from the expansion year which, imho, doesn't bring lasting value to this exercise. As you said, he didn't play for TFC in the Mo era. A similar situation with Nate Jaqua. That one day loan thing was hopefully a one off that never happens again.

Tough to say, since neither Carver nor Cummins were responsible for bringing them in......that was Mo, and Mo did pretty much whatever he liked.....people can say what they like about Cummins, but he brought us closest to the playoffs than any other coach.....
My comments were made to highlight what can happen during transition periods. If I recall correctly, there were some accusations that Mo used Cummins' inexperience to gain access to the locker room and interfere with the squad:

- Mo apparently would interfere with team selection, stepping into the dressing room (Carver had kept him out - Cummins regrets not being strong enough to do so) to talk to players at the half, making "I can't believe you aren't playing" comments to players not scheduled to start during the warm-ups of games

Some things aren't always black and white. Just because Mo was GM, doesn't mean all decisions were entirely made by him:
Carver did take issue with one of the things Cummins said in the interview, specifically his claim that Carver had banned Johnston from the locker room during his tenure as head coach.
"I never banned or stopped Mo from coming into the locker room," Carver said. "He didn't come into the locker room because he didn't need to come in. I had a strong locker room. He didn' interfere one little bit.
"We had our discussions and disagreements on certain issues, but I tell you what, he never interfered with team affairs. He never asked me what the team was. He never told me what team to pick. I took full responsibility for doing that.
"When I was the head coach I made all the football decisions, I made all the decisions on players coming in and out of the football club," Carver said. "What Mo would do is he would recommend players to me. We would never sign anybody without me saying yes, I definitely wanted him."
