No it's not!!! There is no actual rule stating away goals count as double. They count as single goals except they take them into account only when there is an aggregate draw. The first tie breaker is "away goals". Including them in as double before the series is over is equivalent to ranking one team above another based on goal differential before point total is taken into account. So if TFC were to lose today 3-2 the official score for the aggregate is stated as "4-4 Toronto FC wins on away goals" not "6-5 Toronto FC".
