Sorry if this was posted somewhere else, I don't see it anywhere. Sounds like Burgos is still with the team and has been signed:

Strange case.. looking at his wiki, he's been in America a long time. I wonder why they would have issues with getting his transfer certificate. and who/where is he transferring from? his last team was Chicago Fire Premier.

He is TFC's 3rd round pick #44 overall in the 2011 Super Draft. The pick was originally traded to Colorado for Ty Harden, and then traded back to TFC with Nick Labrocca for Marvell Wynne. Here's some info on Burgos:

I get the feeling its a legal status issue, it will always be an issue for underaged international kids (< 21) to get sport-related work permits in Canada unless its for hockey.

When I used to work for CBSA, work permits for CHL clubs would be given out like candy, but anything else would be investigated very closely. There are any number of reasons for hold-ups: history of fraud from origin countries, parents usually stay back in home country which is traditionally odd, usually don't have 'acceptable' documentation / stuff (something as obscure as a farewell card or bringing too many clothes can be misconstrued as an intention to make a refugee claim, which is exactly what CBSA doesn't want happen when issuing temporary permits), etc.

I chalk all this up to TFC FO inexperience. TFC should hire a downtown lawyer named Mendel Green. He is the best immigration lawyer and the one that most big companies rely on (from rock concert promoters to WWE).

I don't follow the PDL and was wondering why I couldn't find the California Seals listed on the USL website. :o
