Off-budget players
* Players occupying roster spots 21-30 do not count against the club’s salary budget, and are referred to collectively as the club’s Off-Budget Players (maximum of 10 per team).

I don't get this, it lists the minimums but what is the maximum salary for a non-budget player? Conceivably you can't have 10 off-budget players making $335,000?

No, but we still don't know the maximum unless I'm missing something.

All great stuff. The part that I liked the most: that teams can sign 2 Gen Adidas players on their own. That's freaking amazing for teams that can develop their own talent. In 3-4 years TFC may actually be able to compete consistently with a constant supply of good young talent (those last 10 roster spots and the 2 extra gen adidas spots) and can use the 3 DP slots on the ones who would develop enough to bolt to a major european club in search of fame/fortune. I suppose that's a bit of a dream scenario, but not too far fetched. I have full faith in the level of talent in the GTA.

The wording does seem to be bothering some people. My guess, based on Garber's offhand comments last March and a quick scan of last year's salaries (when slots 21-24 were "off-budget") is that they are minimum contracts, unless GA. Which is a perfectly plausible reading of the published rule.
But we'll see...

^ I would assume the top 20-paid players are under the salary cap, leaving 10 lowest paid to be cap-exempt. Seems like a very solid idea especially with the reserve league coming back
